The 1954–55, 1958 and 1995–96 crises are the only occasions on which the strait dispute produced sustained military confrontation. Each was resolved without the outcome either principal sought, and together they established the expectations the present pressure campaign is testing.
These are the only data points. Every assessment of what the participants would do under pressure — including the assessments in this module — is ultimately calibrated against three episodes, the most recent of which is thirty years old and occurred under a different military balance, a different Taiwanese political system and a different global economy. That thinness of the evidence base is the single most important caveat on all forward-looking analysis of this dispute, and it is why this module publishes so little of it.

Synthèse
Three episodes, forty years apart at the extremes. The First Strait Crisis of 1954–55 and the Second in August 1958 both centred on the offshore islands close to the mainland coast — Kinmen and Matsu — with sustained artillery bombardment in 1958 and a US commitment that was deliberately ambiguous about whether it covered the islands themselves. Neither produced a change in control. The Third Strait Crisis of 1995–96 was different in kind: missile tests and exercises in the run-up to Taiwan's first direct presidential election, answered by the deployment of two US carrier groups, and followed by the election proceeding as scheduled with the candidate Beijing had opposed winning by a larger margin. Since 1996 there has been no comparable confrontation. The 2022 exercises were larger in scale than 1995–96 but were not answered in the same way and did not develop into a crisis in the same sense, which is itself one of the more significant facts in this module.

Beijing framed the 1950s crises as the continuation of the civil war and the 1995–96 tests as a response to what it characterised as moves toward separatism, particularly a US visa granted for a private visit.
The Republic of China government framed all three as defence of its territory, and the United States framed its 1996 deployment as a demonstration of interest in a peaceful resolution.

The 1995–96 episode is best read as a coercive signalling operation aimed at an electorate, and it failed on its own terms: the intended deterrent effect on Taiwanese voters was the opposite of the observed one.
The 1958 outcome — sustained bombardment producing no change in control and no expansion — established that the offshore islands were survivable as a standing irritant, which is broadly how they have functioned since.

The First Strait Crisis
Shelling of the offshore islands and a US treaty commitment whose application to those islands was deliberately left unclear — the origin of the ambiguity that has characterised US policy since.
The Second Strait Crisis
Sustained artillery bombardment of Kinmen, resupply under escort, and a settlement in which the shelling was reduced to a ritualised alternating schedule that continued for two decades without changing anything.
The Third Strait Crisis
Missile tests and exercises before Taiwan's first direct presidential election, answered by two US carrier groups. The election proceeded and the opposed candidate's margin increased.
Issue et situation actuelle
All three concluded without a change in control of any territory and without either principal achieving its stated objective. The 1958 settlement converted active bombardment into a ritual; the 1996 episode produced an electoral result opposite to the one it appears to have been intended to shape, and is widely credited with accelerating both Taiwanese defence investment and Chinese military modernisation. No comparable confrontation has occurred since.
Adaptations observées
Chinese military modernisation from the late 1990s is widely attributed in part to the 1996 experience of being unable to respond to carrier deployment, an attribution made by analysts rather than stated officially.
US policy retained deliberate ambiguity about the conditions of its involvement through all three episodes and after, which is the continuity running from 1954 to the present.
Implications politiques
The 1996 result is the strongest available evidence that coercive signalling aimed at a Taiwanese electorate produces the opposite of its intended effect.
Implications militaires
The three episodes are the entire empirical basis for assessing behaviour under pressure in this dispute, and the most recent is thirty years old.

- Archival access is uneven between the parties, and accounts of the 1958 settlement in particular differ substantially.

- The absence of a fourth crisis since 1996 can be read as successful deterrence, as a deliberate shift to methods below the crisis threshold, or as the absence of any occasion requiring one. The three readings imply very different things about stability and the record does not choose between them.
- The 1996 carrier deployment can be read as decisive or as incidental to an outcome that Taiwanese domestic politics would have produced anyway. Both are argued and neither is testable.
