- STRUCTURE. The service is organised into three theatre navies — the former North, East and South Sea Fleets — plus a submarine force, naval aviation, a marine corps and coastal defence forces. In this atlas the theatre navy that covers the strait is filed under the Eastern Theater Command that employs it rather than here, because operational command is the relationship this module is about; the service relationship is recorded as an edge on that record. Two arms sit beneath the service here, chosen for what they explain rather than to represent the service completely: the marine corps, because its expansion is the capability most often read as evidence about intentions it is not evidence about, and the submarine force, because undersea presence is the instrument that changes the character of any interdiction problem. Transformed over three decades from a coastal force into the largest navy in the world by number of hulls, with sustained construction of modern surface combatants, amphibious vessels and submarines. Its relevance to this module is presence rather than any specific capability: naval vessels reported around Taiwan on multiple sides of the island, including increasingly to its east, are a routine element of the pressure baseline Taiwan's defence ministry reports.

- Limited combat experience; anti-submarine warfare is widely assessed as a relative weakness; and sustained operations at distance remain a developing capability. Hull counts are a poor proxy for capability, and this module avoids treating them as one.

Justice Mission-2025 : le plus grand exercice depuis 2022, et le plus rapproché
Le PLA Eastern Theater Command a annoncé le matin du 29 décembre 2025 des exercices conjoints baptisés « Justice Mission-2025 », impliquant des unités de l’armée de terre, de la marine, de l’armée de l’air et de la Force des fusées dans les eaux et l’espace aérien autour de Taïwan. C’était le huitième exercice majeur autour de l’île depuis août 2022 ; il s’est poursuivi jusqu’à ce que le commandement en déclare la fin tard le 31 décembre, l’activité la plus intense se concentrant sur les deux premiers jours. Le ministère taïwanais de la Défense a signalé 89 aéronefs et 28 bâtiments navals détectés le premier jour — dont 13 appartenaient aux garde-côtes chinois et non à la marine — et 71 aéronefs ainsi que 15 autres navires des garde-côtes le deuxième jour ; le 29 décembre a été la deuxième plus forte entrée journalière dans l’ADIZ jamais enregistrée. Les zones de fermeture annoncées ont été publiées en partie par des avertissements de navigation de l’Eastern Theater Command et en partie par la Maritime Safety Administration de la RPC, une zone supplémentaire n’ayant été annoncée que par radio. Les versions divergent sur le total : le ministère taïwanais de la Défense a identifié sept zones désignées, tandis qu’une compilation en compte huit.
