- The PLA is the armed wing of the Communist Party rather than of the state, a distinction that shapes its command structure and its political role. The lesson drawn from the 1995–96 Taiwan Strait crisis — that it could not contest American power in its own near seas — drove three decades of modernisation, and the 2015–16 reforms restructured it fundamentally: theatre commands replaced military regions, new services were created, and joint operations became the organising principle. Its routine activity around Taiwan, rather than any single exercise, is what this module tracks.

Declared doctrine centres on "informationised" and increasingly "intelligentised" warfare — systems confrontation in which the contest is between networks rather than platforms. It is a statement of aspiration and organising principle, not evidence about any intention.

Chinese defence white papers describe warfare as a contest between opposing systems of reconnaissance, command, communications and strike rather than between platforms, with "informationised" operations and, more recently, "intelligentised" ones as the organising concept.
