Rosneft is the state-controlled producer that operates a large part of Russia's refining tier, including the Saratov and Syzran refineries this module publishes on the Volga. The refining tier, not crude output, is what the Ukrainian deep-strike campaign has reached since 2024, and in 2026 the constraint moved from export revenue to domestic availability: rationing, eased fuel standards and imported gasoline — including, as the module's refining record notes, imports from an Indian refinery part-owned by Rosneft, a volume small against national consumption.
