What happened
Early on 20 September 2026, the final day of Russia's State Duma election, Ukrainian drones struck the Gazprom Neft refinery in Moscow's Kapotnya district, which supplies a large share of the capital region's fuel market. Ukraine's General Staff confirmed the strike. Moscow's mayor Sergei Sobyanin confirmed that a facility on the refinery premises had been damaged, called the attack the largest on the capital to date and claimed about 450 drones downed on its approaches. Industry sources told Reuters that both of the plant's crude-distillation units caught fire, that it halted operations and that repairs could take several weeks. A storage complex at Sofino in the Moscow region was struck the same night, and the regional governor reported at least two dead. On 25 September President Putin said Russia would "think carefully" about resuming negotiations, citing the attack on the Moscow region during the vote.
The refinery campaign has struck the Moscow plant before; what is recorded here is the combination. A halt of several weeks at the plant that feeds the capital, on the day Russia was voting, is the campaign reaching the political calendar as well as the processing tier, and within five days the Russian president tied it to the negotiating track. The repair interval rests on unnamed industry sources, and no operator or ministry has published a restart date; the strike is recorded for what it establishes — reach, a reported halt and a political reaction — not for any measured effect on Moscow's fuel supply.
