Notable history

The US Navy's largest forward-deployed numbered fleet and the one whose area of responsibility contains the Taiwan Strait, the East China Sea and the South China Sea. It is the organisation that conducts the transits of the strait that both Washington and Beijing treat as signalling events, and its forward posture — hosted by allies rather than sustained from the continental United States — is what makes American presence in this theatre a standing fact rather than a periodic one. The fleet's activity is announced by the US Navy and responded to by the PLA's Eastern Theater Command, and that exchange of announcements is itself part of the pressure system this module records.

Strengths

Forward posture, alliance-provided access, and decades of accumulated interoperability with the Japanese and Australian navies in particular.

Limitations

A forward-deployed fleet is close to the theatre and therefore close to the other side's shore-based systems, which is the geometry every published analysis of the problem starts from. Vigil records that transits and exercises occur and publishes no schedules, routes, ship locations, force levels or posture. The fleet's existence and activity carry no implication about what the United States would do in a contingency; US declaratory policy on that question is deliberately unresolved and this module does not resolve it.
