Notable history
Designated the First Theatre of Operations in the 2022 reorganisation — the only theatre that is not part of Taiwan proper. Penghu's position is what makes it different from Kinmen and Matsu: it lies in the middle of the strait rather than a few kilometres off the Chinese coast, which means it is defensible in a way the near-shore islands are not, and it sits across the western approaches to Taiwan rather than beside them. It is the offshore command that features in Taiwan's own force-improvement announcements alongside the main-island theatres rather than as a separate category.
Strengths
A mid-strait position that gives the theatre reach across the western approaches without the immediate proximity that defines the Kinmen and Matsu problem, and a standing command structure rather than an ad hoc garrison.
Limitations
An island group depends on resupply by sea and air, and everything about that dependency is a function of a maritime and air environment the command does not control. Vigil publishes no strengths, no unit locations, no facility detail and no sustainment assessment for this or any offshore command.
