Notable history

Renamed to its present form in February 2006 under the reorganisation of the Ministry of National Defense, and held at the same level as the three army corps rather than beneath them. That placement is the analytically interesting fact: every other ROC Army formation of comparable standing is tied to a piece of ground, and this one is not. It is the army's mobile reserve in the literal sense — rotary-wing lift and attack aviation plus special-operations forces that can be committed anywhere on the island or to the offshore groups without being reassigned out of a territorial command first.

Strengths

Functional rather than territorial standing, which means it can be committed across theatre boundaries; and the combination of lift, attack aviation and special-operations forces in one command rather than three.

Limitations

Rotary-wing aviation is the capability most exposed to a contested air environment, and Taiwan's own asymmetric-defence advocates are the sharpest critics of investment in attack helicopters for exactly that reason — the argument that they are a conventional-prestige purchase rather than a denial capability is a live one in Taipei. No aircraft numbers, unit locations, strengths or readiness are recorded here.
