What this organisation is
Taiwan Power Company runs the island's generation and transmission. The March 2022 "303" failure, which cut supply to some 5.49 million households and halted semiconductor, cement and petrochemical plants, made grid resilience a political question rather than an engineering one. Taipower's answer, announced in September 2022, is the Grid Resilience Strengthening Construction Plan: NT$564.5bn over ten years to 2031, of which NT$437.9bn is distributed-grid work, NT$125bn reinforcement and NT$1.69bn protection, with dedicated microgrids intended to serve the science parks directly. It is a committed programme, not a completed one. The operator also reports coal holdings above the statutory floor of about 30 days.
The operator on which the semiconductor clusters' continuous power depends, and the organisation whose published programme is the measure of how far that dependence has been hardened.
