The first organised returns to Ras al-Ain, and the unrest that followed

What happened

The first organised convoy of displaced families returned to Ras al-Ain (Serê Kaniyê) in Hasakah province on 10 August 2026, around 400 families displaced since the 2019 Turkish-backed offensive. Reporting from the northeast describes returnees who subsequently entered the city outside the organised convoy being attacked by masked assailants; the Internal Security Command's own statement referred to a dispute with current residents. The committee organising returns suspended further movements pending an investigation. Protests followed in Hasakah, Qamishli and Ain al-Arab (Kobani), where crowds entered the district administration and Internal Security headquarters and removed Syrian flags from the buildings. Internal Security imposed a curfew in Kobani and later said detentions had been made over the attacks and the riots. Hasakah deputy governor Ahmad al-Hilali called the acts unacceptable. On 13 August SDF commander Mazloum Abdi announced an understanding reached with presidential envoy Ziad al-Ayesh and Second Corps commander Awad al-Jassem covering attacks on state institutions, the position of displaced civilians, and accelerating the integration process.

The January 2026 agreement has so far been implemented between institutions — ministries, prisons, oil fields, border crossings, command appointments. This is the first time it was implemented on a population, and the result was violence between two displaced communities and a crowd tearing down the flag of the state that is absorbing them. The significant thing is not the disorder but what followed it: within three days the two sides produced an ad-hoc mechanism, negotiated between a presidential envoy, a corps commander and the SDF's commander, to handle exactly this class of problem. Whether integration holds is now partly a question about whether that channel keeps working when the next return convoy moves.
