What happened
On 16 October 2026 SANA reported that the General Intelligence Service had arrested Ali Kayali, also known as Mihraç Ural, saying he was caught trying to flee across the border in a joint operation with Turkish intelligence. His group is linked to the killings in al-Bayda and Ras al-Nabaa in May 2013, which the Syrian Network for Human Rights put at 459 civilians; Türkiye accuses him over the Reyhanlı bombings of the same month. In Lebanon, according to Asharq Al-Awsat as relayed by North Press on 17 October, the Cassation public prosecutor ordered three security agencies to investigate; a judicial source said he was seized from his home in Mansouriyeh and driven to the Abboudieh crossing, and that Lebanon's agencies learned of it only when Damascus announced it. AFP quoted a Syrian security source as saying the operation was coordinated with Lebanon.
The precedent on this line is the August extradition of Maj. Gen. Adel Issa, delivered by Lebanon's courts under a 1951 judicial agreement after a formal request. This case went through intelligence services, and no request or court decision has been published. The three accounts of the capture — an arrest at the border, an operation coordinated with Lebanon, an abduction from a Lebanese home — cannot all be true, and which holds decides whether the treaty route that worked in August is being bypassed. The arrest is Syria's record here; Lebanon's inquiry is a Lebanese state measure, cited and not assessed. Nothing is yet established about a trial.
