في 16 أكتوبر 2026 أفادت SANA بأن جهاز المخابرات العامة اعتقل علي كيالي، المعروف أيضًا باسم Mihraç Ural، وقالت إنه أُلقي القبض عليه أثناء محاولته الفرار عبر الحدود في عملية مشتركة مع الاستخبارات التركية. وترتبط جماعته بعمليات القتل في البيضا ورأس النبع في مايو 2013، التي قدّرت الشبكة السورية لحقوق الإنسان ضحاياها بـ 459 مدنيًا؛ وتتهمه تركيا بتفجيرات الريحانية في الشهر نفسه. وفي لبنان، بحسب Asharq Al-Awsat كما نقلتها North Press في 17 أكتوبر، أمر النائب العام التمييزي ثلاثة أجهزة أمنية بالتحقيق؛ وقال مصدر قضائي إنه اختُطف من منزله في المنصورية ونُقل بالسيارة إلى معبر العبودية، وإن الأجهزة اللبنانية لم تعلم بذلك إلا حين أعلنته دمشق. ونقلت AFP عن مصدر أمني سوري قوله إن العملية نُسّقت مع لبنان.
The precedent on this line is the August extradition of Maj. Gen. Adel Issa, delivered by Lebanon's courts under a 1951 judicial agreement after a formal request. This case went through intelligence services, and no request or court decision has been published. The three accounts of the capture — an arrest at the border, an operation coordinated with Lebanon, an abduction from a Lebanese home — cannot all be true, and which holds decides whether the treaty route that worked in August is being bypassed. The arrest is Syria's record here; Lebanon's inquiry is a Lebanese state measure, cited and not assessed. Nothing is yet established about a trial.
