A 14-point, US-brokered agreement halts the fighting: the SDF cedes Raqqa and Deir ez-Zor, transfers heavy weapons, borders and oil fields to the state, and integrates — one Ministry of Defence division formed from three SDF brigades, plus a Kobani brigade attached to an Aleppo-affiliated division, with Asayish entering Interior structures and AANES institutions merging into state bodies against commitments on Kurdish civil and educational rights and returns. Mazloum Abdi calls the terms short of aspirations but rules out a return to war.
