IAEA Director General Rafael Grossi visited Syria on 17–18 August 2026, meeting foreign minister Asaad al-Shaibani and visiting the Deir ez-Zor site destroyed by an Israeli strike in September 2007 — the first agency access there in some eighteen years. Grossi said the agency had confirmed the presence of several tonnes of natural uranium metal at a separate site outside Damascus which Syria had reported to the agency on its own initiative on 17 July 2026. The two sides issued a joint statement recording that the material would be verified and brought under the agency's routine safeguards, with Syrian and agency experts working together on its safe storage. Al-Shaibani said access to Deir ez-Zor had been granted by sovereign decision and asserted Syria's right to peaceful nuclear energy, stating the material would remain in Syrian custody under agency oversight. Grossi described Syria as having restored its standing on its non-proliferation obligations.

Why it mattersThe Assad government's undeclared nuclear activity had been an open file for eighteen years and a standing obstacle to normal international standing. What the transitional government did with it is the interesting part: rather than contest or inherit the file, it declared material nobody had asked it about and invited verification. That is a template — a legacy liability of the previous state converted into evidence of the new one's compliance — and it is the same instrument at work in the sanctions track and in the Lebanese accountability case. It does not resolve the safeguards questions, which the agency describes as work in progress, and it says nothing about the material's origin or history.
