Lebanon handed Maj. Gen. Adel Issa to Syrian authorities on 19 August 2026, the first transfer of a former Syrian military officer by Lebanon since the fall of the Assad government in December 2024. Lebanese judicial authorities decided the previous day to deliver him after questioning; officials in Beirut cited a 1951 bilateral judicial agreement providing for the delivery of criminal suspects. Syria's interior ministry said it had requested the handover over alleged offences including the intentional killing of more than two people, torture resulting in death, and acts aimed at inciting civil war and sectarian strife. Issa commanded the Syrian army's 17th Division and ground forces in Deir ez-Zor province until 2016. He had been detained in Lebanon on 8 August 2026. The allegations are untested and remain allegations; no trial has taken place.
