What happened
In a communiqué read on national television on 26 October 2026, Niger's government said a drone strike "conducted from Chad's territory" with "France's support" hit the Emi Lulu area of the Agadez region, near the Algerian and Libyan borders, at about 1 am on 24 October, killing two civilians and wounding others. Niamey summoned Chad's ambassador, said it would refer the matter to the UN Security Council and the African Union's Peace and Security Council, and asked for an independent inquiry. Chad's government spokesman, Gassim Cherif, rejected any involvement, said Chad was free to choose its partners and hostage to no foreign power, and said diplomatic channels stayed open. No French response was found. RFI noted that N'Djamena conducts air operations against the Miski self-defence committee in Tibesti, near the border.
It puts an armed-strike accusation between two Sahel governments on the record and names France as a party, in the north where Algerian media say the units Algeria has authorised are to guard energy facilities. The record establishes the accusation, the denial and the referral Niamey announced; it does not establish who carried out the strike, whether a drone was used, or the toll, all of which rest on Niger's communiqué alone. A finding by an independent inquiry or a Council meeting on the referral is what would move it beyond the two governments' accounts.
