- The newest headquarters in this module and the first NATO land command established in Finland. It began operating on 1 September 2025 with a staff of eight and was inaugurated on 3 October 2025, eighteen months after Finnish accession. The Finnish Army states that its core staff takes part in the Army Command's own divisions and in alliance meetings, and that its task includes planning, preparing and directing the alliance's combined exercise activity in the north — a description of a headquarters being built, not of one already at scale.
- Strengths
- It is the only headquarters on NATO's eastern-flank page for which the verb is "lead command", and it is the multi-corps echelon — above corps, below the joint force command — that the northern land theatre lacked before 2025. Co-location with the Finnish Army Command puts the alliance's northern land staff inside the host's own.
- Limitations
- "Lead command for" a battlegroup is recorded at that strength and not as command of it; the Swedish-framework battlegroup in Finland remains a framework-nation formation. The headquarters started at eight people and its growth is a plan. Neither NATO nor Finland publishes the command it answers to, so its own superior is left open here.

NATO publishes no garrison, lead unit or headquarters for it; the Swedish Armed Forces state that its headquarters is at Rovaniemi and that Sweden's contribution, a battalion battle group based at Boden, has been under NATO command since 6 June.
