Reinforcement under NATO's regional plans assumes movement, and the infrastructure that would carry it is civilian. The system
- Overview
- The system is the five Rail Baltica nodes from Warsaw to Tallinn plus the Helsinki maritime connection and the Kaunas junction, read as the infrastructure that plan-assigned reinforcement would move over. The gauge break is the structural fact; Rail Baltica's completion schedule is therefore a movement constraint rather than a construction story, and on 22 September 2026 the Baltic prime ministers declared the main line would become operational within the EU's 2028–2034 budget period rather than by 2030, seeking at least ten billion euros of further Connecting Europe Facility funding. NATO's own list of reinforcement measures names a new policy for improving logistics support to move, reinforce, supply and sustain forces — which states that the requirement exists, not that it is met.
