A Defense Cooperation Agreement between the United States and Finland, signed on 18 December 2023, setting the legal framework for US forces' presence and activities at agreed facilities and areas in Finland.
A symmetric arrangement: it reads the same from either side. Authored once, on one record.
The arrangement
- Status
- ActiveIn force and operating. Says nothing about how well it is working, or about which way it is heading.
- What it covers
- DefenceBasingLegal and treatyCategories the arrangement is documented to include. Not a measure: a relationship covering more of them is described in more detail, not held more firmly.
Summary
The United States and Finland signed a Defense Cooperation Agreement on 18 December 2023, eight months after Finland joined NATO. It sets the legal terms under which US forces may be present at and use agreed facilities and areas in Finland, supplementing the NATO status-of-forces arrangements. It is an access framework, not a stationing decision.
Why it matters
Finland holds the alliance's longest land border with Russia. Whether US forces can legally operate from Finnish facilities is a question this agreement answers in advance of any crisis — which is the point of signing it in peacetime.
