Sahel developments — 1 November 2026
The week's material change was an authorisation, not a deployment, and it came from outside the AES. On 25 October both chambers of Algeria's parliament approved sending army units to Niger to protect energy facilities; by the cutoff no Algerian or Nigerien statement and no second outlet confirmed that any unit had arrived. Niger accused Chad, with French support, of a drone strike that killed two civilians near Emi Lulu on 24 October, and Chad rejected it. In Mali the state's campaign again fell on civilians: an army drone strike killed 13 at a nomad camp near Goundam, by local sources' count, and villagers told RFI that soldiers and Africa Corps killed herders' livestock and burned homes near Diéma. No attack on a position or a supply convoy was found. The Russia–Africa summit closed with three general documents, none of which, by the accounts read, names the AES states. Burkina Faso remained a limit of visibility, not calm.
The developments
On Sunday 25 October 2026 both chambers of Algeria's parliament approved sending units of the National People's Army to Niger. RFI and AFP call it Algeria's first deployment abroad since 1973. The stated purpose is the protection of energy facilities; Algerian media cited by RFI name oil sites and Sonatrach's investments in northern Niger. No number, duration or date was published. Togonews reported Madama, a former French base near the Libyan border, as the intended site, and on 26 October a Nigerien security source told it that no soldier had yet been officially deployed. The vote followed a military cooperation protocol signed in Algiers on 21 October, whose terms were not published. On 31 October the Dakar outlet Confidentiel Afrique reported that an Algerian army convoy arrived in Niger on 30 October. No other outlet and no Algerian or Nigerien statement found by the cutoff reports an arrival; the Fides agency's account of 30 October describes the authorisation only. Algerian fighter aircraft have been at Niamey since late August.
Why it matters. Niger now has a second external military partner beside Russia's Africa Corps, from a neighbour that opposes foreign military presence in the Sahel and whose instrument in Mali is mediation. The stated task is to guard Algerian energy assets in the north, not to fight the insurgencies on the Tillabéri front. It establishes an authorisation: not a deployment, its size, its site or its rules. It establishes nothing about the Russian presence, which no source says it replaces. An Algerian or Nigerien official statement of arrival, or a second outlet with its own sources, would separate an authorised deployment from one under way.

Niger accused Chad, with French support, of a drone strike that killed two civilians, and Chad rejected it
In a communiqué read on national television on 26 October 2026, Niger's government said a drone strike "conducted from Chad's territory" with "France's support" hit the Emi Lulu area of the Agadez region, near the Algerian and Libyan borders, at about 1 am on 24 October, killing two civilians and wounding others. It summoned Chad's ambassador, announced a referral to the UN Security Council and the African Union's Peace and Security Council, and asked for an independent inquiry. Chad's government spokesman, Gassim Cherif, rejected any involvement, said Chad was free and sovereign to choose its partners and hostage to no foreign power, and said Chad was not at a definitive break with Niger and kept diplomatic channels open. No French response was found. RFI noted that N'Djamena conducts air operations against the Miski self-defence committee in Tibesti, near the border.
Why it matters. It is a dispute between two governments over an act whose author is not established, and it is recorded as that. Its weight is where it falls: Niger's far north, where Algerian media say Algeria's authorised units are to guard energy sites. It establishes no Chadian or French strike, no use of a drone and no toll beyond Niger's own account. It does not change the Russian presence. A Council meeting on the referral, an inquiry's finding or a French statement would move it beyond the two governments' accounts.

An army drone strike killed 13 civilians at a nomad camp, and villagers say soldiers and Africa Corps destroyed herders' livestock
RFI reported that a Malian army drone strike hit a small nomad camp at Laghlaf, near Lerneb in the Goundam cercle of the Timbuktu region, on the night of 25–26 October 2026, killing 13 civilians, six of them children, by the count of local notables, residents, FLA sources and two community NGOs that listed names. The general staff did not comment. On 30 October RFI reported that on 28 October Malian soldiers and Africa Corps personnel killed more than 200 animals and burned dozens of homes in hamlets at Mangara, in the Diéma cercle; villagers said the Russians did most of the shooting. No death or injury was reported, and many residents fled into the bush. RFI said it was the second such incident in eight days, after about 100 animals were killed and about 60 homes burned at Moussassere on 21 October. The army did not answer RFI.
Why it matters. Three more October cases join those of the previous brief, and Diéma adds a different form of harm: the destruction of a herding community's means of living rather than killings. The Diéma accounts again place Africa Corps in conduct beside Malian troops, as HRW's Sévaré findings did, which is joint action, not integration into a command: no official structure names it. Neither ministry has answered any documented case. It establishes nothing about the strikes' targeting as a whole, and the tolls are local counts. An official account, a second outlet or a recurrence at a third site would show whether Diéma is a practice.
