Manila and Taipei have had no official relations since 1975. In September 2026 Taiwan's coast guard transferred a decommissioned cutter to the Philippines through a private foundation, a first Taiwanese coast guard visit is planned for 2027, and Manila says the cooperation sits inside its one-China policy.

摘要
The Philippines switched recognition to Beijing in 1975 and has conducted relations with Taipei since through nominally private offices, with a large Filipino workforce in Taiwan — more than 150,000 people — as the relationship's main human content and the evacuation of those nationals as the one Taiwan-contingency mission Manila has publicly planned for. The security content is new and narrow. On 17 September 2026 Taiwan's Coast Guard Administration confirmed the donation of the retired cutter Kinmen (CG-123), disarmed and stripped of its markings; it was handed over on 21 September at a ceremony organised by a Philippine non-governmental foundation, which described the transfer as for civilian maritime purposes, and commissioned into the Philippine Coast Guard as BRP Sarangani on 3 October for deployment in Mindanao. Reporting on 18 September described a planned eight-day goodwill mission by Taiwanese coast guard ships to the Philippines in October 2027, the first visit by a Taiwanese maritime law-enforcement vessel to the country, with instruction for about a hundred coast guard personnel and students. Beijing's foreign ministry had warned Manila on 16 September, over a planned second Taiwanese office in the country, and its Taiwan Affairs Office condemned the maritime dealings on 23 September without announcing a measure; the Philippine Department of Foreign Affairs restated its one-China policy on 20 September and said it does not preclude economic, cultural and functional cooperation. On 21 October 2026 Manila said it was exploring undersea-cable protection cooperation with Taiwan, with no agreement reported. The relationship is recorded as security cooperation because a transfer, a planned port call and training are what its content has become, and as unofficial because that is what its form remains.
為何重要
Coast guards are the services through which pressure in this region is applied, and the module tracks law enforcement at sea as its own layer for that reason. Two coast guards that do not operate together are now discussing transfers, port calls and training across the Bashi Channel, the southern approach to the strait, in a relationship with no diplomatic form; the form the channel takes when used — a private intermediary, a civilian purpose stated, a one-China policy restated — is itself the finding. The ship changes no balance. What is worth watching is whether the 2027 visit happens, whether anything joint occurs before it, and what Beijing does beyond words.

仍然未知的事項
- The only account of the 21 September handover is an unnamed source quoted by Taiwan's national news agency; the Philippine Coast Guard's own statement on receipt was not read, and the vessel's intended use is as the foundation stated it.
- Whether any coast-guard-to-coast-guard channel exists below the level of the foundation and the planned 2027 visit is not acknowledged by either government.
- The October 2026 cable-protection remark is an intention reported from Manila; no instrument, agreement or joint activity is recorded.
證據同樣支持的其他解讀
- The transfer can be read as a deliberate opening of a security channel or as a disposal of a retired hull given a civilian purpose by an intermediary; Manila's statements support the second reading and the planned visit the first, and the record carries both.
