The assets are the electricity interconnectors, gas pipelines and telecommunications cables crossing the Baltic Sea and the Gulf of Finland. They are owned and operated commercially, they lie on a shallow and heavily trafficked seabed, and each is a single physical object whose severance removes a capability rather than degrading it.

Damage occurred repeatedly. The Nord Stream pipelines were destroyed in September 2022, with deliberate destruction established and no state attribution four years on. The Balticconnector gas pipeline and adjacent cables were damaged in October 2023, with Finnish investigators concluding anchor damage and Chinese authorities calling the incident accidental. The Estlink 2 interconnector and further cables were damaged in December 2024, crew charged and jurisdiction litigated for more than a year without the merits being heard.
