The assets are the electricity interconnectors, gas pipelines and telecommunications cables crossing the Baltic Sea and the Gulf of Finland. The Estlink 2 interconnector and further cables were damaged in December 2024, crew charged and jurisdiction litigated for more than a year without the merits being heard.

What is exposed is cross-border interconnection itself: electricity trade between Finland and Estonia, gas supply on a single link between two Allies, and the data paths that carry the region's connectivity.
