The Baltic is the practical link between the Nordic and Baltic sectors, and everything entering it by sea passes the Danish straits. The sea also carries the cables and pipelines that connect the states around it, which is why it appears in this module as infrastructure rather than only as water.

A reader who thinks of the Baltic states as connected to the alliance only by the land frontier has the geography backwards. The sea is the connection; the land route is the narrow part. That also means the sea’s infrastructure is shared: a cable or interconnector on the seabed is a dependency for more than one country at once, which is why damage to it is a theatre-level fact rather than a national one, and why the alliance's answer to it was collective.

概覽
The Baltic Sea connects the ports of the northern and southern parts of this theatre over short distances, which makes maritime connection between them practical in a way the land connection is not: the only land route between the Baltic states and the rest of allied Europe is a single stretch of the Polish–Lithuanian frontier. Access to the sea from the Atlantic is through the Danish straits, which are narrow, shallow and heavily used. Since Sweden’s accession in 2024, every coastline on the sea is allied territory except Russia’s at Kaliningrad and around St Petersburg. The seabed carries the power, gas and data connections between the states on its shores. Since January 2025 NATO has run Baltic Sentry, an enhanced vigilance activity launched after a meeting of Baltic Sea Allies in Helsinki on 14 January 2025, which deploys frigates, maritime patrol aircraft and naval drones and integrates national surveillance to watch infrastructure the alliance does not own.

The Baltic states and Finland depend on maritime connection for the bulk of what moves between them and the rest of Europe, and on seabed infrastructure for power and data links. Denmark’s straits are the single entrance for anything arriving by sea from outside. The module's reinforcement chain names this system as the alternative to the gauge- broken railway, and its energy and connectivity objects rest on the seabed assets it carries.

A disruption in this sea is rarely national. Because the infrastructure on its floor connects states to each other, an interruption is usually a shared problem — which is the structural reason the alliance treats Baltic seabed infrastructure as a collective subject rather than a set of national ones, and the reason its answer was a standing activity rather than a national one. What the activity changes is the probability that behaviour is observed at the time it occurs; it does not change the exposure of a single link, and this record keeps the two apart.

For movement between the Baltic states and the rest of allied Europe, the alternatives to the sea are the single land frontier through the Suwałki ground, whose railway changes gauge, and air. For the seabed infrastructure there is no alternative in kind: an interconnector or cable is a single physical object, and redundancy is a question of how many others exist, which operators do not publish. That asymmetry — a sea with alternatives for ships and none for cables — is the structural finding of this record.

Three named damage cases established the class: the Nord Stream pipelines destroyed in September 2022, the Balticconnector pipeline and adjacent cables damaged in October 2023, and the Estlink 2 interconnector and further cables damaged in December 2024. Damage, suspected interference and state attribution are three separate claims, and this record resolves none of them; in no case has attribution reached a state, and one Swedish prosecutor's finding on a January 2025 case was that the damage was not sabotage.

Every case in the damage series is unresolved or contested at the level of state attribution, so the alliance is committed to a continuous response to a class of incident it has not attributed — a political exposure recorded as such.

軍事意涵

Presence and observation over civilian assets, not protection of a line. The module publishes nothing about which forces contribute or where they operate.

經濟意涵

The assets under watch are commercial: interconnectors, gas pipelines and telecommunications cables owned by operators, whose repair costs and outage consequences fall outside the alliance entirely. Shadow-fleet enforcement in the same water is an economy-layer question and is not counted here.

  • No cable, pipeline or interconnector route, landing station or repair capacity is described, by design, and none may be added.
  • The number of alternative paths behind any given link is not published by operators, so nothing here supports a statement about what a further loss would cause.
  • Which standing naval forces, if any, contribute to Baltic Sentry is not published.
  • No capacity figure for ferry, port or sealift movement across the sea is carried, and none was sought.

  • The damage series can be read as a campaign of sabotage or as the product of a crowded, shallow sea crossed by an ageing shadow fleet with poor anchor discipline. The public findings support both readings in different cases — one deliberate-destruction finding without a state, one anchor-damage finding, one finding of no sabotage — and this record files the cases rather than choosing between the readings.

NATO names asset classes and not units, numbers, areas or an end date. A published contribution list would be new disclosure.
