July's full-month figures turned the interceptor problem from a bad night into a documented trend: Ukraine's defence ministry reported 29 of 195 Russian ballistic missiles intercepted across the month, and the 7–8 August attack followed the same pattern. Against that, Ukrainian intelligence reported a North Korean missile unit deploying to western Russia — a supply-side development on the other end of the same problem. The US Senate passed energy-sanctions legislation on 7 August; it is not law.

Ukraine's defence ministry reported that air defences intercepted 29 of 195 Russian ballistic missiles launched during July 2026, with a further 40 reported as failing to reach their targets. The ministry attributed the rate to a shortage of interceptors, particularly for Patriot systems. President Volodymyr Zelenskyy said Ukraine holds substantially fewer anti-ballistic interceptors than a year earlier. The pattern continued into this window: Ukraine's air force reported six ballistic missiles and 151 drones launched overnight on 7–8 August, with 135 drones destroyed or suppressed and no ballistic missile reported intercepted.

Why it matters. The 31 July Kyiv strike was recorded in the previous brief as a single event with a low interception result. A full month of ministry data converts that into a standing condition, and it separates two things that look alike: drone defence is holding at a high rate, ballistic defence is not. That distinction matters because the two are answered by different supply chains — cheap effectors and electronic warfare against one, a small number of expensive interceptors from a small number of producers against the other. The observable is deliveries of interceptors, not announcements about production; a licensing or co-production instrument remains discussed rather than concluded.

信心:高 High for the reported figures themselves, which are official Ukrainian defence ministry and air force statements carried consistently across outlets, and high for the interpretation that ballistic interception is the constrained lane. The figures are one belligerent's own claims about its own performance and are not independently verified; nightly totals in particular are revised. Vigil publishes no information about air-defence siting, battery disposition or where strikes landed.

Ukrainian intelligence reports a North Korean missile unit deploying to western Russia

An official of Ukraine's Main Directorate of Intelligence said a North Korean missile unit had begun deploying to western Russia, describing it as around 90 personnel with six launchers and potentially up to 120 ballistic missiles, and said the configuration would be settled at higher-level talks. The same reporting describes a further batch of North Korean missiles and personnel already transferred. The United States is reported to be aware of the deployment. Russia has fired North Korean ballistic missiles at Ukraine since late 2023; what is described here is North Korean crews operating them rather than rounds supplied for Russian ones.

Why it matters. Read against the first item, this is the same problem approached from the supply side: Ukraine's ballistic-defence constraint is a function of interceptors available against rounds launched, and this bears on the second term. It matters beyond Europe too — an operational cycle against a modern integrated air defence is a different return for Pyongyang than cash and food, and it is the least visible part of the exchange. The observable is whether the deployment is corroborated by a second government or by open-source evidence, and whether launch rates change; neither has happened yet.

信心:低 Low, and the grade is about the figures rather than about whether something is happening. Personnel count, launcher count and missile total come from one intelligence service's public statements, carried by Reuters and repeated onward; no second government has published a corroborating assessment, and the reporting itself describes the deployment's configuration as not yet finalised. US awareness is reported rather than stated on the record. Nothing here should be read as an established order of battle, and Vigil publishes no basing location beyond "western Russia".

US Senate passes energy-sanctions legislation; it is not law

The United States Senate voted 86–11 on 7 August 2026 to pass bipartisan legislation tightening sanctions on Russia and Iran, which would authorise the president to impose tariffs of up to 100 per cent on major purchasers of Russian oil and gas and would designate Russian officials. The vote came on the Senate's last working day before a five-week recess. The bill has not passed the House of Representatives and has not been enacted.

Why it matters. Two gaps sit between this vote and any economic effect, and both are routinely collapsed in coverage. The first is legislative: House passage and enactment. The second is discretionary: the measure authorises secondary tariffs rather than imposing them, so even enactment would leave the decision with the executive. Vigil's standing position is that enforcement actions, not headline packages, are where sanctions signal lives — and an unenacted authorisation is one step further removed than a package. The observables are House action after the recess and, separately, any use of the authority.

信心:高 High for the vote, its margin, its date and the bill's stated content, all of which are matters of public record. The grade covers the legislative fact only. Nothing is assessed here about whether the House will act, whether the authority would be used, or what effect tariffs would have if imposed — those are open questions, and the item is written so that the answer to none of them retroactively changes what it claims.
