Both governments describe a Regional Troops Grouping of Belarus and Russia, exercised as Zapad-2025 from 12 to 16 September 2025 and supervised by the Belarusian general staff.
No source read establishes the grouping’s peacetime composition, command arrangements or activation conditions. A joint air-defence system was not reached at all in the research pass. The declared scale of Zapad-2025 was cut in May 2025 and its main activity moved inland; participation figures are disputed between the Belarusian ministry and Lithuanian intelligence.
