Стислий виклад

The United States is the principal source of designation-based pressure on Russia, alongside export controls on dual-use goods and advanced technology and the crude price-cap mechanism enforced through maritime services. Its distinguishing property is the decision rule: where European measures require unanimity among twenty-seven governments, American measures are largely executive, which makes the architecture faster to extend and equally faster to relax. Enforcement rather than expansion is where the effect concentrates, and the recurring target is third-country transshipment and the shadow fleet carrying sanctioned crude. A bill authorising tariffs on major buyers of Russian energy passed the Senate 86–11 on 7 August 2026; it has not passed the House, is not law, and nothing in the current architecture reflects it.

It is the half of the sanctions architecture that can change without a negotiation, which makes it both the most responsive instrument the West holds and the least predictable one. The same domestic politics that governs American supply to Ukraine governs the pressure on Russia, so the two move together — and this module treats that coupling as a single political variable rather than two.
