The American restriction architecture against Russia: the designation system, export controls on dual-use and advanced technology, and the maritime-services crude price cap. It is the fastest-moving part of the Western economic response because it depends on executive decision rather than on consensus.
Russia subject to restrictions by United States and the war in Ukraine. A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

Synthèse
The United States is the principal source of designation-based pressure on Russia, alongside export controls on dual-use goods and advanced technology and the crude price-cap mechanism enforced through maritime services. Its distinguishing property is the decision rule: where European measures require unanimity among twenty-seven governments, American measures are largely executive, which makes the architecture faster to extend and equally faster to relax. Enforcement rather than expansion is where the effect concentrates, and the recurring target is third-country transshipment and the shadow fleet carrying sanctioned crude. A bill authorising tariffs on major buyers of Russian energy passed the Senate 86–11 on 7 August 2026; it has not passed the House, is not law, and nothing in the current architecture reflects it.
Pourquoi c’est important
It is the half of the sanctions architecture that can change without a negotiation, which makes it both the most responsive instrument the West holds and the least predictable one. The same domestic politics that governs American supply to Ukraine governs the pressure on Russia, so the two move together — and this module treats that coupling as a single political variable rather than two.

Ce qui reste inconnu
- Vigil publishes no designation counts, enforcement statistics or measured economic effect. The architecture is recorded by instrument class.
- The price cap's effect on realised Russian export revenue is contested in open sources and is not resolved here.
- Measures adopted before February 2022, including those following 2014, are part of the same architecture; this record dates from the full-scale invasion and does not catalogue the earlier layers.
Lectures que les éléments permettent aussi
- The reliance on executive designation can be read as the source of the architecture's speed, or as the source of its fragility — the same property that allows rapid extension allows rapid reversal without any legislative step. Both readings are current and the module does not choose between them.
