Premierzy Estonii, Łotwy i Litwy wydają wspólną deklarację, że linia główna Rail Baltica — jednotorowa linia o normalnym rozstawie torów z kilkoma stacjami — zostanie uruchomiona w okresie budżetowym Unii Europejskiej 2028–2034, a nie w uzgodnionym wcześniej 2030 r., oraz że będą zabiegać o co najmniej 10 mld euro finansowania z UE. This module records the corridor's completion schedule as the binding constraint on reinforcement mobility in the Baltic states, whose existing network is built to a different gauge. The declaration moves that constraint by up to four years. It is a governments' statement, not the programme's: the joint venture had published no revised programme by 26 September, and the declaration states a funding period rather than a date.
