État de la fiche
Complète
Zone d’activité générale
Nationwide layered defence of cities, infrastructure and the front-line rear.
Historique notable
Fought the opening missile campaigns on legacy S-300 and Buk systems, then integrated Patriot, IRIS-T, NASAMS and SAMP/T into a single layered network — including publicly documented ballistic-missile intercepts over Kyiv from 2023.
Points forts
Arguably the most combat-experienced integrated air-defence force anywhere; proven mixed-fleet integration under fire.
Limites
Interceptor stocks are hostage to Western resupply politics; geography forces triage between cities, infrastructure and the front.

La doctrine en bref

Four threats, four layers, four supply chains, and no substitution between them. The branch's operating problem is less how to intercept than what to spend, because the scarcest interceptors answer the threat it cannot meet any other way.

Modes opératoires privilégiés

Four threats, four layers, and no substitution between them. One-way attack drones are met with the cheap layer the branch shares with the wider force — guns, MANPADS, mobile fire groups, electronic warfare and domestically produced interceptor drones. Cruise missiles are met with NASAMS and IRIS-T SLM. Ballistic and quasi-ballistic missiles are met with Patriot PAC-3 and SAMP/T, and with nothing else. Glide bombs are not an interception problem at all and are answered, when they are answered, by dispersal, jamming and strikes against the aircraft that carry them. Because the lanes are separate, the branch's real doctrine is allocation: which of a fixed and externally supplied stock of the scarcest interceptors is spent, on which target, in defence of which city — a choice made nightly and never published. The observable consequence is that a good night against drones and a bad night against ballistic missiles are not a contradiction. They are two supply systems reporting separately.

Une généralisation large sur la manière dont cette organisation opère, qualifiée comme une évaluation — pas une description des tactiques actuelles, et délibérément sans aucun score de capacité ni d’efficacité.

Style de commandement

Centralised allocation against a decentralised engagement picture. Battery-level engagement decisions are necessarily immediate, while the decision about where the scarce layers sit at all is national, political and made against a target set — cities, the grid, defence industry, the front-line rear — that exceeds what the inventory can cover.

Là où cette généralisation ne tient plus

The generalisation fails in three ways. First, the four lanes are an analytical division, not an organisational one: a single raid arrives in several lanes at once and the same command handles all of them, which is the actual difficulty. Second, this describes the branch since roughly 2024; the 2022 force fought the same campaigns on Soviet-era equipment with none of the layering described here. Third, nothing in this record describes where anything is sited, what is held, or what is currently covered, and no allocation claim here should be read as knowledge of an allocation actually made.

Adaptations observées

  • Integration of Patriot, IRIS-T SLM, NASAMS and SAMP/T with legacy S-300 and Buk into one layered network, performed under fire and without the multi-year fielding programmes such an integration normally requires.

  • Deliberate substitution of cheap effectors for expensive ones against the drone lane — mobile fire groups, electronic warfare and interceptor drones — because engaging mass-produced drones with guided interceptors is not affordable at the volumes flown.

  • Reported interception rates against ballistic and quasi-ballistic missiles have been low since the second half of 2025. The module does not resolve why: Russian trajectory and decoy adaptation, interceptor scarcity and engagement choice are all live explanations, and the published rate has no denominator because the number of incoming missiles engaged at all is not disclosed.

Ce qui reste inconnu

  • Ukrainian interceptor holdings, deliveries and expenditure rates are not published by any government, and this record makes no estimate.
  • Interception rates are reported by Ukrainian authorities, are not independently verifiable, and are a contested information space on both sides.
  • Air-defence siting, coverage and battery dispositions are excluded from this module entirely.
