The material side of the Russian partnership: aircraft and helicopters publicly handed over in 2022–23, training, and Russian personnel operating with Malian units since December 2021, first as Wagner and from June 2025 as Africa Corps. Financed against mining revenue on terms that are not public.
Malian Armed Forces (FAMa) receives material support from Russia — Sahel security role. A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

Synthèse
Russian personnel arrived in Mali in December 2021 and have operated with the army since — in the 2022 central-Mali operations, the November 2023 Kidal recapture and the 2026 defence of the hubs, with Africa Corps replacing Wagner in June 2025. The equipment flow is documented where Bamako chose to display it: L-39 and Su-25 aircraft and Mi-8 helicopters handed over in August 2022, further aircraft in January 2023, and armoured vehicles shown at later ceremonies, alongside training delivered in the camps. What the relationship does not visibly supply is the army's most-used capability — the armed drones come from Türkiye, on a separate record. The price is reported at roughly US$10 million a month and paid, by credible reporting, through mining revenue and concession arrangements whose terms are not public. The transfer of the deployment to a defence-ministry structure in 2025 did not visibly change what arrives; it changed who signs for it.
Pourquoi c’est important
The army's rebuilt capability rests on two external suppliers, and this is the one that also fights. Every judgement about whether the Malian state can sustain its war turns on whether this flow continues at a price the state can pay from a gold sector its enemies are approaching.

Organisations
Structures par lesquelles cette relation s’exerce. Elles n’y sont pas parties — les parties sont les deux acteurs ci-dessus.
Ce qui reste inconnu
- No delivery schedule, inventory or serviceability figure is public; the aircraft and vehicle handovers are recorded as the ceremonies at which they were shown, not as a count of what the army operates.
- The financial terms — cash, concessions or both — are reported, not documented, and the monthly figure is an estimate carried across several sources rather than an established contract value.
- The degree of Russian command influence over Malian operations, as against integration at the tactical level, is not established and is deliberately not asserted here.
Lectures que les éléments permettent aussi
- The visible equipment flow can be read as capability-building for the Malian army or as the minimum needed to keep Russian personnel supported in the field; the ceremonies are consistent with both.
