Russian personnel arrived in Mali in December 2021 and have operated with the army since — in the 2022 central-Mali operations, the November 2023 Kidal recapture and the 2026 defence of the hubs, with Africa Corps replacing Wagner in June 2025. The equipment flow is documented where Bamako chose to display it: L-39 and Su-25 aircraft and Mi-8 helicopters handed over in August 2022, further aircraft in January 2023, and armoured vehicles shown at later ceremonies, alongside training delivered in the camps. What the relationship does not visibly supply is the army's most-used capability — the armed drones come from Türkiye, on a separate record. The price is reported at roughly US$10 million a month and paid, by credible reporting, through mining revenue and concession arrangements whose terms are not public. The transfer of the deployment to a defence-ministry structure in 2025 did not visibly change what arrives; it changed who signs for it.

The army's rebuilt capability rests on two external suppliers, and this is the one that also fights. Every judgement about whether the Malian state can sustain its war turns on whether this flow continues at a price the state can pay from a gold sector its enemies are approaching.
