Synthèse

Niger is landlocked and its principal route to the sea has been closed since July 2023 by a bilateral political dispute rather than by any armed interdiction, and has been only partly replaced since. That distinction is the finding: Mali's corridors are attacked by an insurgency and Niger's principal one was shut by a neighbouring government, so the causes, the remedies and the people who could change them are entirely different. The remaining routes run through ECOWAS states, and they stayed open after the January 2025 withdrawal because the bloc kept the free trade zone in place until further notice — which means Niger depends on the discretion of an institution it has left, for access a member of that institution has already withdrawn once.

Pourquoi c’est important

It is the module's clearest demonstration that corridor risk is not one risk. A route closed by politics can be reopened by a decision, which is both more tractable and more arbitrary than a route interdicted by an armed group — and Niger gave up its standing in the forum where such a decision would be contested at the moment it most needed it.
