Sustained violence in Niger's western border region, where Islamic State Sahel, JNIM and the Nigerien army all kill civilians and analysts rank the state second among the three. In August 2026 the losses reached the capital, carried there by the army's own mutinous soldiers.
Two things make this more than a national security file. First, the perpetrator ranking: a state's own military placed second, ahead of an al-Qaeda-aligned coalition, in killings of civilians on its own territory is a finding that changes what counter-insurgency here means — and it is the finding of the analysts who count the incidents, not Vigil's. Second, the August mutiny: soldiers from the units carrying these losses attacked the seat of government. That is the clearest evidence in this module that battlefield attrition in the Sahel is not only a military problem for these states but a political one, and it is the mechanism by which a border region's war reaches a capital without any armed group going there.

Tillabéri is Niger's portion of the Liptako-Gourma borderlands, adjoining Mali and Burkina Faso. Conflict-data analysis recorded it as having the highest number of fatalities from attacks on civilians of any area in the central Sahel during 2025, with a reported perpetrator ranking of Islamic State Sahel first, the Nigerien military second and JNIM third. Documented incidents in early 2026 include the rounding up and execution of 31 men and boys by IS-Sahel fighters at Bossieye on 18 January and the killing of four men at Alfaga Daweyzé Koira on 26 January, both investigated by Human Rights Watch. Drivers cited in the analysis are Nigerien army counter-offensives, the rivalry between IS-Sahel and JNIM, and JNIM's southward expansion toward Niamey. On 29–30 August 2026 soldiers reportedly drawn in part from Ouallam, Téra and Dosso — localities in and around this theatre where the army has sustained heavy casualties — attacked the capital.

The 2025 toll and its ranking
Tillabéri recorded the highest number of fatalities from attacks on civilians of any area in the central Sahel, with the reported perpetrator ranking placing IS-Sahel first, the Nigerien military second and JNIM third.
Investigated massacres
Human Rights Watch documented IS-Sahel fighters rounding up and executing 31 men and boys at Bossieye on 18 January 2026, and killing four men and wounding five at Alfaga Daweyzé Koira on 26 January. These are among the few incidents in this theatre with a published field investigation behind them.
The losses reach Niamey
Mutinous soldiers, reportedly including troops from Ouallam, Téra and Dosso, attacked the airport, the presidential palace, the state broadcaster and Base 101 in Niamey on 29–30 August 2026 before government forces retook the base.

Ongoing and, on the available evidence, deteriorating. The state has not reduced the civilian toll it is itself ranked within; the two jihadist organisations have consolidated in parallel while fighting each other; and the cost has now expressed itself inside the army.
