ما كانت هذه الحملة

Sustained violence in Niger's western border region, where Islamic State Sahel, JNIM and the Nigerien army all kill civilians and analysts rank the state second among the three. In August 2026 the losses reached the capital, carried there by the army's own mutinous soldiers.

Two things make this more than a national security file. First, the perpetrator ranking: a state's own military placed second, ahead of an al-Qaeda-aligned coalition, in killings of civilians on its own territory is a finding that changes what counter-insurgency here means — and it is the finding of the analysts who count the incidents, not Vigil's. Second, the August mutiny: soldiers from the units carrying these losses attacked the seat of government. That is the clearest evidence in this module that battlefield attrition in the Sahel is not only a military problem for these states but a political one, and it is the mechanism by which a border region's war reaches a capital without any armed group going there.

ملخص

Tillabéri is Niger's portion of the Liptako-Gourma borderlands, adjoining Mali and Burkina Faso. Conflict-data analysis recorded it as having the highest number of fatalities from attacks on civilians of any area in the central Sahel during 2025, with a reported perpetrator ranking of Islamic State Sahel first, the Nigerien military second and JNIM third. Documented incidents in early 2026 include the rounding up and execution of 31 men and boys by IS-Sahel fighters at Bossieye on 18 January and the killing of four men at Alfaga Daweyzé Koira on 26 January, both investigated by Human Rights Watch. Drivers cited in the analysis are Nigerien army counter-offensives, the rivalry between IS-Sahel and JNIM, and JNIM's southward expansion toward Niamey. On 29–30 August 2026 soldiers reportedly drawn in part from Ouallam, Téra and Dosso — localities in and around this theatre where the army has sustained heavy casualties — attacked the capital.

الأهداف المعلنة

ما يقوله المشاركون. يذكر كل بند الموضع الذي أُعلن فيه الموقف؛ ويسجل Vigil أنه صدر، لا أنه صحيح.

  • The Nigerien authorities frame operations in the west as counter-terrorism and the restoration of state authority.

  • Islamic State Sahel publishes its violence as part of its territorial project; JNIM frames its expansion as the establishment of religious rule. Both are claim channels, recorded as positions and never as explanations.

Investigated massacres

Human Rights Watch documented IS-Sahel fighters rounding up and executing 31 men and boys at Bossieye on 18 January 2026, and killing four men and wounding five at Alfaga Daweyzé Koira on 26 January. These are among the few incidents in this theatre with a published field investigation behind them.

The losses reach Niamey

Mutinous soldiers, reportedly including troops from Ouallam, Téra and Dosso, attacked the airport, the presidential palace, the state broadcaster and Base 101 in Niamey on 29–30 August 2026 before government forces retook the base.

A force on the move hit near Abala

On 23 September 2026 a Nigerien force pursuing stolen livestock met a large armed column near Fartel, east of Abala. The defence ministry reported several soldiers killed and gave no figure; unofficial sources gave about twenty, and Reuters' security sources describe a gendarme convoy ambushed. Islamic State Sahel Province claimed the attack. A force on the move, not a position.

النتيجة والوضع الحالي

Ongoing and, on the available evidence, deteriorating. The state has not reduced the civilian toll it is itself ranked within; the two jihadist organisations have consolidated in parallel while fighting each other; and the cost has now expressed itself inside the army. Vigil publishes no territorial assessment for this region: none of the available sources supports one.

التكيّفات المرصودة

  • Cross-border sanctuary as the organising feature: IS-Sahel's reported zone structure spans Mali, Burkina Faso and Niger, so pursuit stops at boundaries the group does not observe.

  • Attrition converting into internal political pressure — the August 2026 mutiny being the first documented instance in this module of battlefield losses producing an armed challenge to a Sahelian government.

التداعيات السياسية

Losses in this theatre are now a demonstrated risk to the government itself, not only to its security position.

التداعيات العسكرية

A force contesting a tri-border region without the surveillance and strike support that departed in 2024, against opponents who cross borders it cannot.

التداعيات الاقتصادية

The region sits astride the Gao–Niamey axis and the Nigerien side of the Liptako, where cross-border pastoral movement and trade are the local economy.

التداعيات الإنسانية

Civilians are killed by three parties, including the state, and the two incidents with published field investigations behind them both concern executions of assembled men and boys.

ما لا يزال مجهولًا

  • A figure of roughly 1,300 killed in Tillabéri appears in March 2026 reporting, but the period it covers was not established. Vigil publishes no fatality total for this campaign for that reason.
  • No strength estimate for IS-Sahel, JNIM or the Nigerien forces in this theatre is established at this site's standard, and none is published.
  • Territorial control in Tillabéri is not established by any source Vigil can cite with a method, and no control claim is made.
  • The composition and grievances of the August 2026 mutineers rest on reporting rather than on any published account by the participants or the government.

قراءات تدعمها الأدلة أيضًا

  • The Nigerien military's position in the perpetrator ranking may reflect genuine conduct, differences in how incidents are coded and attributed, or the greater visibility of state operations relative to armed-group violence in remote areas. The coding body's method is public; the relative weight of these is not resolvable here.
  • The August mutiny can be read as an effect of battlefield attrition in this theatre or as an internal political contest that recruited from aggrieved units. The reported origin of the soldiers supports the first; the targets they chose support the second.

هل يتغير ترتيب الجهات المنفذة

A state ranked second among killers of civilians on its own territory is the finding that most needs re-testing each year. Watch whether subsequent conflict-data analysis sustains, revises or reverses it.

التماسك في الحاميات الغربية

The August mutiny drew on units from this theatre. Whether that recurs is the clearest available indicator of how much attrition the force can absorb.
