Le terrain où trois États se rejoignent et qu’aucun n’a jamais pleinement administré — et où les insurrections du Sahel forment le plus visiblement un seul système.

The Mali side of the Niger bend between Gao and Niamey, where three states meet across ground none of them has ever fully administered. Seasonal rainfall drives herding movement across the borders, and the same routes carry the region's deadliest insurgent competition.

Caractère physique

Terrain dominant
Sahelian plain and low plateau along and south of the Niger bend, between the desert to the north and the wetter savanna to the south. The river is the region's one continuous feature; away from it the ground is open scrub, seasonal watercourses and pasture, with settlement at water and along the river. It is transitional terrain in every sense — climatically between desert and savanna, and administratively between three states' peripheries.
Implications pour la mobilité
Open and permissive, with the same logic as the northern desert but shorter distances and more water. What distinguishes it is that the ground is organised around movement rather than around settlement: seasonal rainfall variation drives transhumant pastoralism across the whole area, so routine, large-scale, cross-border movement of people and herds is the normal condition and not an anomaly. An armed group moving through it is doing what the population does. This is the practical reason interdiction here is harder than anywhere else in Mali, and why a border that exists on the map is not a constraint on the ground.
Contraintes saisonnières
A short wet season, roughly June to September, sets the pastoral calendar: herds move north as pasture greens and south as it fails, in a cycle that has been compressed and destabilised by drought, degradation and encroachment on pastoral corridors. Because the calendar is shared across all three states, seasonal pressure arrives in the same weeks on both sides of every border — which is why a herding dispute in one country and an insurgent recruitment cycle in another are frequently the same event.
Eau et obstacles naturels
The Niger is the region's axis and its only substantial barrier; crossings on it, including at Labbezanga on the Nigerien border, carry weight out of proportion to their size. Elsewhere there are no barriers of consequence. The Mali–Burkina Faso and Mali–Niger boundaries are lines across open pasture, which is the single most important terrain fact in this record.
Urbanisation et peuplement
Low and dispersed. Gao is the only substantial town on the Malian side, with Ménaka, Ansongo and Bourem as regional reference points and a rural population distributed around water and pasture. Sparse settlement across a very large area is why state presence here has always been episodic and why a group can dominate a countryside while the state holds every town in it.

Portée opérationnelle générale

This ground is the strongest single argument that the Sahel conflicts are one system rather than three national wars, and the terrain is why. The same populations, the same livelihoods and the same seasonal movement span all three borders; the boundaries constrain states and not the people or the armed groups who cross them. Three consequences follow. First, sanctuary is structural: a force under pressure in one country moves to another without changing terrain, language or social environment. Second, the inter-jihadist war between JNIM and Islamic State Sahel is concentrated here because this is where both are strongest and where neither can be cornered. Third, any national counter-insurgency is bounded by a line its opponent is not bounded by — which is the operational problem the AES joint force was created to address and has not yet demonstrably solved.

Observé

Islamic State Sahel's documented organisation is itself cross-border: it operates military zones spanning the Mali–Burkina Faso–Niger border area, with strongholds reported at Anderamboukane and Ménaka on the Malian side. Its April 2026 actions here — occupying Labbezanga after the garrison had gone and briefly entering Ménaka town before withdrawing — followed the same pattern of reach without holding.

Évalué

Vigil treats the tri-border character of this ground as terrain rather than as alignment: no claim is made here about coordination between events on different sides of a border. What the geography establishes is that the same conditions obtain across it, which is a weaker and better-supported claim than a single campaign.

Ce qui reste inconnu

  • Conditions on the Burkinabè and Nigerien sides of this terrain are not covered by this module, so the record describes shared geography without asserting shared circumstances. Extending coverage across the border is a scoping decision, not an evidentiary one.
  • Islamic State Sahel's zone structure is reported by conflict-data analysts rather than documented officially; the geography of its organisation is cited as their assessment, and no boundary is drawn on any map from it.
  • Transhumance route data exists in pastoral development literature and is deliberately not published here: it would name usable cross-border movement corridors, which is exactly the class of detail this module excludes.

Constraints on transhumant movement — closed corridors, blocked seasonal routes, herds unable to reach pasture — precede communal conflict more reliably than incident counts follow it.

The AES joint force exists on paper and, since December 2025, in inauguration. Whether anything it does is observable on this ground is the test of whether the regional answer matches the regional problem.
