Ce qu’a été cette campagne

A declared blockade of Mali's fuel-import corridors, prosecuted by burning tanker convoys rather than by taking ground. Declared in September 2025, eased in early 2026 and reimposed on 28 April. Neither broken nor decisive: convoys still move, escorted and costlier.

This campaign changed what the war is about. For a decade the question was who holds which towns; the blockade made the question whether the state can keep its economy running. It reaches every household in Mali, it is cheap to sustain, and it cannot be answered by the drone-and-column approach that retook Kidal in 2023 — there is no position to seize. It is also the reason the economic, humanitarian and military pictures in this module converge on one set of roads.

Synthèse

In September 2025 JNIM declared a blockade of fuel imports into Mali and began systematically burning tanker convoys on the routes from Senegal, Côte d'Ivoire and Guinea — the first two reportedly carrying close to 95% of the country's petroleum imports. Over 300 tankers were reported destroyed. Bamako's fuel and power supply degraded visibly through late 2025 — satellite imagery showed the capital darker — and by 2026 convoys moved under escort, at cost and intermittently. The campaign built on an existing westward expansion that had already reached Kayes and the gold belt. It has not run at constant intensity: pressure eased in early 2026, reportedly under a combination of negotiation and heightened military activity, and a full blockade of Bamako was reimposed on 28 April, three days into the northern offensive. In July 2026 it was accompanied by sabotage affecting the capital's water and power. It is the clearest demonstration in this module that attack reach, applied to the right target, produces national effects without territorial gain — and, in the escorted convoys that keep arriving, that such a campaign degrades and taxes a supply line rather than severing it.

The Kayes–Nioro blockade

A blockade of the Kayes–Nioro axis in the far west, running through the summer of 2025 and producing acute fuel shortages, a slowdown in the gold sector, school closures and embassy evacuations. It is recorded as its own phase because it is a DIFFERENT EVENT from the national blockade declared that September: a regional interdiction with local effects, on one axis, months earlier. Conflating the two would date the national campaign three months too early and would lose what the earlier episode actually demonstrated — that the corridor instrument worked at regional scale before it was turned on the country.

Reimposition and compounded pressure

JNIM reimposed a full blockade of Bamako on 28 April 2026, three days into the northern offensive, and the economic and military campaigns then ran together rather than sequentially: reported checkpoints on Bamako's approaches, attacks reaching Kéniéroba and Kati, and July sabotage affecting the capital's water and power. Reporting indicates the campaign also extended to the eastern supply route from Niger.

Implications politiques

Shortage in the capital is the pressure point nearest the transitional authorities' own political base, and the one least answerable by a battlefield success.

Implications militaires

Route security competes for forces with the northern and central fronts, and the army's own logistics burn the same imported fuel.

Transport-cost inflation transmits to food prices, trade volumes and customs revenue simultaneously; the gold sector's exposure is the state's fiscal concern.

Implications humanitaires

Market supply and relief movement depend on the same corridors, so price rises and access constraints compound rather than merely coincide.

  • Reported tanker destruction totals rest on official statements, armed-group claims and media reporting with no independently audited count. They should be read as orders of magnitude.
  • The terms of the early-2026 easing are not established: who negotiated, what was offered, and whether the reduction in attacks was a concession or a consequence of military pressure are all reported rather than documented. This record grades that phase at low confidence for that reason.
  • The organisation's internal decision-making and the campaign's cost to it are not observable; the assessment that it is cheap to sustain is an inference from its continuation, not a measurement.
  • The extent of coordination between the blockade and the April–July 2026 offensives is not established. Simultaneity is documented; a single plan is not.

  • The blockade can be read as an economic-coercion strategy aimed at the government, or as the coercive edge of an existing rural taxation system extended to the main corridors. The two are not mutually exclusive, and the reporting does not decisively separate them.
  • Fuel scarcity in this period also reflects regional freight costs and the loss of ECOWAS free movement after the January 2025 exit. The blockade is the dominant reported driver, not the only one.

Two campaigns in this module, set beside each other on the fields both records carry. Nothing here is derived, scored or ranked.

The same instrument at two scales. Both apply pressure to movement and supply rather than to positions, and both are run by the same coalition — but one encircles a single provincial town completely and has done for four years, while the other interdicts a country's import corridors intermittently and has eased and resumed. Read together they show what the method does when it is applied without limit and when it is applied at national scale, and the two are not the same phenomenon.
