- National territory including all of Karabakh since September 2023. Broad structural description only.
- Historique notable
- Defeated in the first Karabakh war, then rebuilt across two decades of oil-funded procurement — Turkish doctrine and drones, Israeli loitering munitions and air defence, Russian and Belarusian heavy equipment. The 2016 Four-Day War tested the new model; the 2020 war validated it in six weeks; the September 2023 operation completed the territorial outcome in one day. The force is integrated with Türkiye's through the Shusha Declaration framework, joint exercises and defence-industrial ties.
- Points forts
- Drone and precision-strike depth demonstrated at campaign scale; sustained funding; Turkish alliance integration; recent, successful operational experience.
- Limites
- A model tuned to one adversary and terrain; dependence on foreign suppliers for its high-end systems; a closed political system's usual information costs — external assessment of readiness rests heavily on parades and procurement rather than exercised transparency.

Lieux associés
Shusha / Shushi: The decisive assault of the 2020 war; the city has been under Azerbaijani control since.
Find, then strike, then take. Persistent aerial observation used to remove a defender's concealment before ground forces commit, with the political objective bounded in advance — each of the three operations stopped where it had said it would.
Modes opératoires privilégiés
Observation before manoeuvre. The pattern visible across April 2016, autumn 2020 and September 2023 is consistent: persistent aerial surveillance and loitering munitions used to locate and attrit a defender's positions, artillery and air-delivered fires against what is found, and ground forces committed to take ground already made untenable rather than to break into it. In 2020 this was applied against defences built for the 1994 lines and designed around concealment in wooded upland, which the method specifically defeated. A second and equally important feature is political bounding: each operation had a declared objective short of the maximum available, and each stopped at it. That restraint is part of the observed pattern and is what distinguishes the method from simple opportunism.
Centralised, with a close relationship between the political leadership and operational decision-making, and an information posture that releases material selectively and late. Turkish and Israeli equipment relationships have shaped capability; the extent to which they shaped planning is asserted by some analysts and denied by Baku, and is not established here.
Là où cette généralisation ne tient plus
The generalisation fails in three ways. First, three operations across seven years is a thin evidential base for a doctrine, and this record describes a pattern rather than a published concept. Second, all three were conducted against the same opponent on ground both sides had known for decades; how far the method generalises is untested. Third, the September 2023 operation lasted a day against a position already unsustainable, so it demonstrates very little about capability and a great deal about the preceding blockade.
Adaptations observées
Integration of uncrewed systems and loitering munitions as the primary reconnaissance-strike means rather than as a supporting capability — the change that decided 2020 and the most-studied military lesson of the region.
Use of sustained access denial rather than force in 2022–23: nine months of corridor closure achieved what the 2020 fighting had not, at far lower military cost.
Ce qui reste inconnu
- Azerbaijan publishes little doctrinal material; this record describes observed practice across three operations.
- Readiness, strengths and dispositions are not published by this module and are not the basis of any claim here.
- The extent of external planning involvement is asserted by some analysts and denied by Baku, and is not established.
