Synthèse

Russia is Armenia's largest trading partner — 35.1 per cent of exports and 36.0 per cent of imports in 2025 on ArmStat's figures — and the shares understate the dependence where it is concentrated. Headline exports are swollen by re-exports of gold and electronics; set those aside and Russia took 55 per cent of Armenia's 2024 exports, and about 80 per cent of its food and drink exports other than tobacco, against 2.4 per cent for the EU. Russia supplied 2.229 billion of the 2.705 billion cubic metres of gas Armenia imported in 2025, delivered through a network that Gazprom has owned outright since January 2014 and priced under a 2013 intergovernmental agreement that exempts it from Russian export duty. Russian Railways has operated the whole Armenian rail network under a concession since 2008, and the nuclear plant runs on Russian fuel. About two-thirds of money transferred to individuals in Armenia through banks comes from Russia. In 2026 the dependence was used for the first time on a broad scale: Russia's agricultural inspectorate restricted most Armenian plant products from 12 June, fish from 26 June and dairy from 27 July, on stated sanitary grounds, and Russia's energy minister warned on 27 May that the duty-free gas agreement might be suspended or denounced over Armenia's closer ties with the EU. Gas supply itself was not cut: the ten-day outage of 15–25 September was scheduled pipeline maintenance, as in September 2025.

Pourquoi c’est important

This is where Russia's leverage over Armenia now lives, after the security guarantee lost its credibility and the border guards left. It does not work as one lever. The market can be restricted by a regulator without any political act, and has been; the gas terms can be changed by denouncing one agreement, and have been threatened; the supply and the infrastructure are held, and nothing Armenia has built can yet replace them at scale. Reading "Russian leverage" as a single condition hides exactly the differences that decide how fast Armenia can reduce it.

Ce qui reste inconnu

  • `validFrom` is the post-Soviet baseline and is context rather than a claim these sources establish. The load-bearing dates are the 2008 rail concession, the 2013 gas agreement and the 2026 restrictions.
  • ArmStat's 2025 trade by product and country is not yet published, so the food-and-drink shares are 2024's. Independent analyses of 2025 give similar shares for fruit, vegetables, fish and spirits.
  • The current gas price is stated as US$165 per thousand cubic metres in Armenian reporting since 2019 and as US$177.5 by Russia's president in April 2026. No published document reconciles the two, and the expiry of the current price agreement is reported but not published.
  • Bank transfers to individuals are not remittances in the balance-of-payments sense and include transfers by Russian citizens who moved to Armenia after 2022; the share from Russia measures the channel, not labour migration.

  • The 2026 restrictions can be read, as Russia states, as the enforcement of sanitary rules against a regulator it has criticised since 2023 — the inspectorate raised Armenian plant and dairy violations in 2023, 2024 and 2025 — or, as Armenia and the Council of the EU treat them, as trade restrictions that followed Armenia's EU turn and its June election. The measures are documented; the motive is not established by either account, and this record adopts neither.
