What happened
After the Oval Office confrontation of 28 February 2025, the United States paused the delivery of military assistance to Ukraine on 3 March and intelligence sharing from 5 March. Both resumed on 11 March after talks in Jeddah at which Ukraine accepted a United States proposal for a thirty-day ceasefire that Russia then declined. The pause fell during the collapse of the Kursk salient; its battlefield effect in those days is asserted by Ukrainian officials and not established independently.
The second demonstration, after the 2023–24 appropriations gap, that the largest supplier's support is a political variable rather than a fixed quantity — and the first time it was withdrawn as leverage on Kyiv rather than lost to domestic procedure. The Watch question on negotiation architecture is read against this precedent.
