Notable history
Established on 13 September 2016 as part of the same reform programme that created the theatre commands, and grouped since April 2024 with the Aerospace, Cyberspace and Information Support Forces as one of the PLA's four "arms" reporting directly to the Central Military Commission. It is the least discussed of the four and arguably the most consequential for the questions this module asks. Every published treatment of a blockade, quarantine or larger contingency turns at some point into a sustainment question — how long, at what rate, across what distance — and this is the organisation that would answer it. Sustainment is also where the PLA's lack of recent operational experience is least possible to compensate for by procurement.
Strengths
A single joint organisation for sustainment rather than four service logistics chains, matched to the theatre structure it supports, and operating over short internal distances in the Taiwan direction.
Limitations
Untested at scale. Logistics performance is the hardest thing for an outside observer to assess and the easiest for an organisation to overstate, and published assessments of PLA sustainment are correspondingly cautious. Corruption investigations from 2023 reached the procurement system, which bears on this force as much as any. Vigil publishes no stocks, no capacity, no throughput, no support-centre locations and no readiness.
