Following an incident in which two Chinese nationals died when their speedboat capsized during a pursuit by Taiwanese authorities near Kinmen, the China Coast Guard begins regular patrols in waters around the islands and asserts a right to conduct law-enforcement inspections there. The patrols have recurred since.
Why it mattersThis opened a second, non-military channel of pressure — and a deliberately awkward one. Coast guard activity asserts jurisdiction using the language of law enforcement rather than force, which makes a military response disproportionate and a non-response a tacit concession. It is the purest example of grey-zone method in the module.
