Russia is the state whose posture and activity the eastern-flank system is built to answer. This record covers only what faces that system: the western military districts and the fleets, the Kaliningrad exclave between Poland and Lithuania, and the airspace and undersea activity the flank states report. What it does not cover is the war in Ukraine, which has its own module. The structural picture here is assembled from allied intelligence assessments published by governments on the flank, at the level of classes of formation rather than named units, because that is the level those assessments state.

What can and cannot be said at this distance

The allied assessments that carry this picture describe classes of formation — districts, fleets, combined-arms armies, army corps — and generally do not name the units beneath them. Vigil records what they state and refuses what they do not: a new missile brigade that one assessment places in "its western military district" is not resolvably in Kaliningrad, so no Kaliningrad missile-brigade record exists here. About fifteen candidate records were refused on that basis during verification, each with the reason recorded.

An unusual asymmetry in what is public

Unmanned formations are published at a higher resolution than conventional ones. One allied assessment sets out the intended echelon of the new unmanned-systems branch explicitly — regiments at district, army and fleet level, battalions at division and brigade level — which lets this module state the CLASS of formation that should exist at an echelon it already carries, without inventing a unit. Nothing comparable is published for conventional formations.
