Political dialogue with Russia is fully suspended

What happened

Following Russia's full-scale invasion of Ukraine, NATO states that political dialogue with Russia is fully suspended and that the Alliance can no longer consider Russia a partner, describing the Russian Federation as the most significant and direct threat to Allies' security. Allies remain willing to keep channels of communication open to mitigate risk and prevent escalation.

This is the formal end of the architecture the 1990s built, and the premise of every posture decision after it. The module's relationship layer states NATO–Russia in exactly these terms, and the residual willingness to keep communication channels open is why the relationship is recorded as adversarial rather than severed.
