Wagner operated from 2014 with state support that the state denied; after the mutiny of June 2023 the denial ended and the arrangement was formalised as "Africa Corps", recruited and paid through defence-ministry channels, moved by state military transport and marketed to host governments as a state offer rather than a private one. Specialist analysis consistently reports direction by Deputy Defence Minister Yunus-Bek Yevkurov, who toured the African host states with the GRU's Andrei Averyanov in August and September 2023, and military command attributed to Averyanov; a Mali field commander was named in April 2026 reporting. None of this is a published appointment, and the record grades it accordingly. What the state supplies is the whole enabling layer — recruitment, pay, lift, legal cover and the diplomatic paper signed with host governments — and what it receives is a presence it can acknowledge or disown as convenient. The Ukraine role of the successor structures has been marginal since 2023; the relationship's content is expeditionary.
