Syria's external access runs through a handful of land crossings to Türkiye, Jordan and Iraq and two Mediterranean ports. Customs there is among the state's few immediate revenue sources, and each gate carries a different external relationship. Who staffs them is a transition indicator as much as a fiscal one.

This is the system through which every other one in the module connects to the outside world. Reconstruction materials, fuel, grain imports, humanitarian supply and commercial trade all arrive through the same handful of gates, and the customs collected on them is one of the few revenue streams a reconstruction-era state can raise immediately. Each crossing also encodes a bilateral relationship, so the trade map and the diplomatic map are the same map.

Syria's overland trade runs through the Turkish gates in the north — of which Bab al-Hawa is the principal formal crossing — Nasib to Jordan and the Gulf overland route, and al-Bukamal to Iraq; its maritime trade runs through Latakia and Tartus. Through the war each gate sat under a different authority and carried a different politics: Turkish trade dominance and cross-border aid in the north, Gulf overland routes through Jordan, Iraqi and formerly Iranian-aligned flows in the east, and the Lebanese crossings carrying the smuggling legacy. Since December 2024 the gates have been progressively brought under one administration, sanctions relief has removed the formal barrier to commercial traffic through them, and reopening, formalisation and staffing have become among the clearest visible measures of state reach.

Total for external supply and near-total for immediate revenue. Syria has no alternative to these gates: it is a Mediterranean state with two working ports, three functioning land frontiers with states willing to trade, and a fourth — the Israeli-occupied Golan frontier — that is not a trade border at all. That concentration is why the closure or politicisation of a single crossing has repeatedly produced national effects, and why the authority that staffs a gate holds more leverage than the gate's traffic alone would suggest.

A gate closed or politicised raises the landed cost of everything behind it — fuel, grain, construction materials, humanitarian supply — and removes the customs revenue that would have been collected on it. Because the same crossings carry commercial and relief traffic, an access restriction is a price event and a humanitarian event simultaneously. And because each gate is the physical form of a bilateral relationship, disruption is usually a political signal before it is a logistical fact.

Redundancy exists between the gates and not beyond them. Pressure on the northern crossings shifts traffic to the Jordanian and Iraqi routes at higher cost and longer distance, and maritime cargo can arrive at either port. What has no substitute is the set as a whole: there is no overland route into Syria that does not cross one of these frontiers, and no port beyond the two. The constraint is geographic and therefore permanent.

  2. The main Syria–Jordan crossing on the Damascus–Amman highway — the overland trade gate to Jordan and the Gulf, a principal route for refugee returns from Jordan, and the border where the late Assad era's captagon smuggling most strained relations with Amman. Broad contextual marker.

  4. Syria's principal port and the coast's largest city — heartland of the Alawite community that supplied the Assad state's base, scene of reprisal violence in March 2025, and the province hosting Russia's Khmeimim air base, whose future is under Syrian–Russian negotiation.

  5. Syria's second port city — host to the Russian naval facility that is Moscow's only Mediterranean base, part of the Alawite coastal heartland affected by the March 2025 violence, and a hub of the reconstruction-era port investment race.

  6. Coastal city between Latakia and Tartus, site of one of Syria's two refineries — and of some of the worst massacres of the March 2025 coastal violence, in which over 1,400 people, mostly Alawite civilians, were killed across the coastal region.

    What to watchAccountability proceedings for the March 2025 violence; refinery operation and fuel supply; whether the Iraqi fuel-oil transit role the port has carried since April 2026 outlasts the shipping conditions that created it; displaced families' return to the city and surrounding villages.

The gates sat under separate authorities. Northern crossings were run by Turkish-backed and opposition administrations, Nasib was closed for years and reopened under negotiated terms, and the eastern crossing served Iranian-aligned traffic. Sanctions restricted formal commercial use of the ports through most of the period.

2024年12月 – 2026年 信心:中等

The gates have been progressively brought under a single administration. Sanctions relief from May 2025 and the Caesar Act repeal that December removed the formal barrier to commercial traffic; the January 2026 agreement transfers the north-eastern border posts to state control. Bank compliance caution continued to slow transactions after the legal restrictions were lifted.

Who staffs a crossing is a statement about the reach of the state, and is read that way by every party to the transition.

Customs is among the few revenue streams a post-sanctions state can raise immediately, and it is concentrated on a handful of points.

Relief supply for the north-west has historically depended on a single authorised crossing, and on an annual political decision about it.

  • Traffic and revenue figures at individual crossings are not published in a consistent series, and the wartime years have no reliable national baseline at all.
  • The extent to which informal and smuggling flows continue alongside formalised traffic is not established, and the module makes no estimate of their scale.
  • The Lebanese frontier carries a substantial share of Syria's informal trade and smuggling legacy and is not represented by a marker in this module, so it appears in this record's prose and not in its node chain.
  • The Rabia–al-Yarubiyah crossing, reopened in April 2026 and now the entry point for the Iraqi fuel-oil corridor, is likewise not carried as a marker in this module and appears in prose only.

  • Slow recovery of formal trade through the gates after sanctions relief can be read as bank and insurer compliance caution outlasting the legal restrictions, as administrative capacity not yet rebuilt at the crossings, or as demand suppressed by the wider economy.
