Aliyev and Pashinyan met on the margins of the Shanghai Cooperation Organisation summit in Bishkek on 31 August and published a joint press statement — the first time the two governments have jointly set out what normalisation has actually delivered rather than what it is supposed to deliver. The list is commercial: Azerbaijani petroleum products moving into Armenia, third-country grain transiting Azerbaijan to Armenia, trade relations being established, the delimitation commissions continuing, further practical steps on the TRIPP route. What is absent is as legible as what is present. The peace agreement is described as initialled, with no signature, no date, and no mention of the constitutional precondition that has blocked it since 2024. Yerevan's domestic prosecutions continued: a third judge withdrew from the case against the head of the Armenian Apostolic Church.

President Ilham Aliyev and Prime Minister Nikol Pashinyan met on the margins of the Shanghai Cooperation Organisation summit in Bishkek on 31 August 2026 and issued a joint press statement. It records the export of Azerbaijani petroleum products to Armenia, the transit through Azerbaijani territory to Armenia of grain and other goods originating from third countries, and the establishment of trade relations between the two countries as practical manifestations of the dividends of peace. It notes the role of the two state commissions on delimitation of the interstate border and the importance of continuing their work in accordance with agreements reached. It records discussion of further practical steps on implementing the Trump Route for International Peace and Prosperity and underlines the significance of connectivity projects along it. It welcomes parliamentary and civil-society contacts. It restates the significance of the Washington summit of 8 August 2025, the joint declaration signed there, and the initialling of the agreed text of the peace agreement. It announces no signature of that agreement, sets no date for one, and does not mention Azerbaijan's stated requirement that Armenia amend its constitution first. Separately at the same summit, on 2 September, President Putin was reported to have said that Aliyev would have protected the rights of the Armenian population of Nagorno-Karabakh.

Why it matters. For two years this file has been assessed against an instrument that does not exist. This is the first jointly published account of what the two governments say the process has produced instead, and the content is commercial rather than legal: fuel moving one way, grain the other, commissions sitting, a route being surveyed. Read plainly, the parties are assembling the economic substance of a normalisation ahead of its legal frame — the reverse of the sequence a treaty logic assumes, and considerably harder to unwind than a signature would be, because trade creates constituencies and a signature creates an obligation. That is a real change in how the file should be read, and it is why a press statement with no operative clause is worth an item. Two limits belong with it. Everything listed is the parties' own account of their own progress, published jointly and unverified from outside; a joint statement records what both governments were willing to say in one room, not what either has undertaken to do. And the omission is the other half of the reading: the constitutional precondition that has blocked signature since 2024 is absent from a document that otherwise reviews the entire file, which is equally consistent with the question having been set aside and with its having become unmentionable. The observable is whether the delimitation commissions publish an agreed segment, or the constitutional question reappears in either government's own language.

信心:中等 High for the meeting, its date, its venue and the contents of the joint statement, which was published by both governments and reported consistently. High that the statement contains no signature, no date and no reference to the constitutional precondition — that is a reading of a published text. Moderate for the substance of the trade and transit claims, which are the parties' own and carry no independent volume figures, customs data or verification; earlier reported tonnages through Azerbaijan to Armenia rest on the same basis. Moderate for the reading that economic normalisation is running ahead of the legal one, which is Vigil's assessment of a pattern rather than a claim about either government's strategy. Putin's remark is recorded as a reported statement by a third party about a fourth party's intentions and is graded low; it establishes nothing about Azerbaijani policy and is not treated as doing so.
