Romania's ministry published on 27 October a French Atlantique 2 at Mihail Kogălniceanu from 18 October to 6 November, sent at Romania's request under national French tasking; on 28 October Bulgaria, Romania and Türkiye agreed a trilateral coordination mechanism, and the same day sea drones struck the container ship Contship Jet in Bulgaria's economic zone. Allied-maritime-posture is not met: two patrol aircraft, one time-limited and one of unestablished tasking, and no standing naval deployment. No investigation has published the Khoryv's cause.

NATO's spokesman said after a North Atlantic Council meeting on 20 October that Allies have or will send maritime patrol aircraft, radar systems, explosive exploitation teams, intelligence personnel and drones to the Black Sea, with no timeline or scale. The one asset seen in place is a US Navy P-8A that flight tracking put at Varna on 18 October and Bulgaria's ministers said was patrolling; whether it flies under NATO or national tasking is not established. Announcement plus one aircraft is not yet a change to allied maritime posture, so allied-maritime-posture is not met, and no standing naval deployment was found. The Khoryv sank about 13 nautical miles off Constanța on 23 October, just outside the territorial sea; Romania's president said a drone hit it and called it part of Russia's escalation, and no investigation has published a cause (wording corrected 28 October 2026).

Drone strikes on merchant shipping reached Romania's waters: the Yara J on 14 October, reported inside the territorial sea, and the Wine Trader on 15 October, with seven crew missing. Romania's ministry stated that ships were hit including in its territorial waters. Bulgaria asked NATO for air defence and counter-drone capability and Romania proposed a joint Black Sea command; no allied measure followed by the cutoff, so allied-maritime-posture is not met. The question's gap line on mine countermeasures was corrected: the task group's missions were extended on 8 July 2026, before the question opened.

Romania confirmed an entry through Ceatalchioi on 27 September. A drone with an explosive charge was found near Gropeni on 29 September with no entry on radar and is held, not counted; alerts on 30 September and 2 October involved no stated entry. Romania's defence ministry confirmed two entries in the window, on 24 and 26 September: a drone through Botoșani in the north-east rather than across the Danube delta, and an aerial target it did not identify near Chilia Veche (wording corrected 25 October 2026). No change to the access regime, mine countermeasures arrangements or allied maritime posture was found.
