The Ukrainian answer has been to reach the boats where they rest: a missile strike on the Sevastopol dry docks in September 2023 destroyed one publicly, the fleet moved its boats east to Novorossiysk, and in December 2025 the SBU and the Navy claimed the first strike on a submarine by an underwater drone there — a claim not independently established but a marker of where the contest has moved.
