Synthèse

China is the largest buyer of discounted Russian crude and the principal source of the dual-use components and machine tools on which Russian defence manufacturing depends. Together those two flows are what made the Western sanctions architecture survivable: they replaced the market Russia lost and the imports it was denied, without China becoming a party to the war. Beijing is a declared non-supplier of lethal aid, and this module keeps that boundary separate from the enabling rather than collapsing the two — the distinction is the whole of what China has chosen. The neutrality is not symmetrical: it costs Russia little and Ukraine a great deal, which is why it is described here as a dependency Russia relies on rather than as an even-handed position. China also treats the Western response as a rehearsal it is studying, a reading stated by its critics and implied by its own analysts.

It is the reason sanctions produced adaptation rather than collapse, and therefore the reason the economic theory of this war did not hold. It is also the single largest dependency Russia has acquired since 2022: the relationship that solved its problem is one it cannot exit and does not control the terms of.
